Making a Picture Frame

Follow these steps to make a picture frame around an image.
First create a new image file larger than the image. About 100 pixels seems right.
Create a hollow rectangular selection starting from the outer edge.
Then create a fill layer while the selection is active.
I used the gradient fill.

Fill

The frame now looks like this.

Step 1

We next add a layer effect to give some character to the frame.
In this case the stroke effect, to put a raised look on the inside and outside of the filled area.

Stroke Layer

The frame now looks like this.

Stoked Image

Next we add a second layer effect.
In this case the bevel and emboss effect.

Bevel Layer

The frame now looks like this.

Embossed Image

Lastly we paste the picture behind the frame.
